Service That Stands Out: Honoring OWL’s Finest

Each year, OWL VFD proudly recognizes members whose commitment, leadership, and service go above and beyond. The 2025 award recipients represent the very best of OWL—individuals who not only answer the call but elevate the department and the community through their dedication.

From the front lines to behind-the-scenes support, this year’s honorees embody the spirit of volunteer service.


Richard A. McAvoy EMS Service Award

Presented to Steven S. Ostrosky

Steven Ostrosky truly exemplifies what it means to serve. A dependable and selfless member, he consistently steps up to help keep units staffed—often volunteering without hesitation and adapting to whatever role is needed.

After returning to EMS following several years away, Steven faced a field that had evolved significantly. Rather than being discouraged, he embraced the challenge, quickly regaining his footing and becoming a trusted, reliable presence once again.

Beyond responding to calls, Steven plays a vital role behind the scenes—organizing EMS supplies, keeping operations running smoothly, and sharing lessons learned from real-world calls to strengthen training for others. His adaptability, initiative, and willingness to give back have made a lasting impact on OWL.


James W. Ludwig Owlet Award

Presented to Kody J. Barbier

Since joining the OWL Junior Program in 2023, Kody Barbier has stood out as a motivated and enthusiastic member. From day one, he embraced the challenges of initial training with a positive attitude and a strong desire to learn.

Kody is a true go-getter—always listening, asking questions, and applying what he’s learned in real-world situations. Around the station, his energy is contagious, and he is consistently the first to volunteer for any task.

Now enrolled in the fire academy, Kody continues to impress instructors with his work ethic and commitment. Balancing rigorous training with strong academic performance, he represents the next generation of OWL members with pride and promise.


New Fire Crew Member of the Year Award

Presented to John P. Klapperich

In a short time, John Klapperich has accomplished an incredible amount. After joining a crew in March 2025, he immediately began EMT school, successfully earning his certification and passing the National Registry exam.

He quickly transitioned into fire school, where he excelled, and soon found himself stepping into significant responsibility—serving as the lead firefighter on the engine early in his career.

John’s drive didn’t stop there. He completed his BLS internship, tackling a detailed 68-page task book, and is already pursuing additional qualifications, including ambulance driver status and a boat captain’s class. His initiative and determination signal a bright future ahead.


Robert F. Arrington Administrative Member of the Year

Presented to Cecilia M. Murga

Since joining OWL in 2010, Cecilia Murga has been a steady and dependable presence. Whether supporting bingo, public education events, or stepping into her role on the Membership Committee, she consistently shows up with a willingness to help.

Cecilia plays a key role in welcoming and supporting new members, helping them feel at home within the department. Her warmth and dedication strengthen OWL’s culture from the inside out.

She also took the lead on OWL’s Little Libraries initiative, ensuring each station remains stocked, organized, and inviting for the community. Her efforts reflect a deep commitment not just to the department, but to the people it serves.


Betty Limerick Lifetime Service Award

Presented to Kenneth D. Gottman, Jr.

With more than four decades of service, Kenneth “Dee” Gottman, Jr. represents the very foundation of OWL. Since joining in 1995, he has served in numerous critical roles, including Assistant Chief, Safety Officer, Board Member, driver, and trainer.

Dee’s experience and knowledge—ranging from fire service operations to apparatus and budgeting—have made him an invaluable asset to both OWL and the broader Prince William County Fire and Rescue System.

Known for his quiet, steady leadership, Dee leads by example, mentoring generations of members and leaving a lasting legacy of professionalism and dedication.


John M. McGovern, Jr. Unsung Hero Award

Presented to Sandra L. Williams

Sandra Williams embodies selfless service. She dedicates countless hours to improving both the department and its members, all while balancing a demanding career and family life.

From organizing training opportunities and mentoring new members to earning advanced certifications and completing her medic internship, Sandra’s commitment never wavers. It’s not uncommon to find her at the station five to seven days a week—whether running EMS crews, teaching classes, or fulfilling chief responsibilities. Her impact is immeasurable, and her leadership continues to shape the future of OWL.


Fred M. Lynn Fire Crew Member of the Year

Presented to Peter M. Langone

Peter Langone has demonstrated exceptional service through his emergency response, dedication to training, and performance in the field. He stands out as a natural leader—someone who not only rises to the occasion but brings others with him.

His ability to guide and inspire fellow crew members during challenging situations makes him a critical part of OWL’s operational strength.


Roger T. Furr Chief’s Award

Presented to Ryan D. Williams

Assistant Chief Ryan Williams plays a vital role in keeping the department running smoothly. He consistently steps in to fill staffing gaps, provides thoughtful operational feedback, and helps coordinate key initiatives throughout the year.

Drawing on his law enforcement background, Ryan brings a unique perspective that enhances training opportunities and strengthens the department’s capabilities. As a mentor and leader, he is always willing to share his knowledge and support fellow members. OWL is fortunate to have his leadership and dedication.
