Excellence in Action: OWL Members Achieve Major Milestones in Fire and EMS Training

At OWL Volunteer Fire Department, we celebrate not just the calls we answer, but the dedication, training, and personal growth of the people who answer them. Our members are constantly working behind the scenes to expand their skills, earn new certifications, and serve the Prince William County community with professionalism and heart.

 We are proud to recognize four outstanding OWL members—David Williams, Katelyn Stradling, Stephani Deleon-Barrios, and Jacqui Jordan—for recently reaching significant milestones in their fire and EMS careers. Each of their journeys represents the best of what it means to serve with purpose and pride.


David Williams: Leading by Example

Firefighter/EMT David Williams has added another impressive accomplishment to his record, recently earning both the Virginia State EMT-Basic and National Registry of EMTs (NREMT) certifications. These designations add to an already extensive list of qualifications that highlight his commitment to public safety and his passion for continuous learning.

David joined OWL in December 2019 and quickly distinguished himself through both performance and leadership. He graduated top of his class in the Spring 2021 Prince William County Fire & Rescue System’s Volunteer Fire Recruit Class, and he has never stopped building on that foundation.

He currently holds operational certifications as a Driver Pump Operator (DPO) on the Engine, an Ambulance Driver, a Brush Truck Driver, and a Mobile Ventilation Unit (MVU) Driver. Even more impressive, he serves as a Trainer for all of these roles, mentoring newer members through OWL’s rigorous driver and operator programs. David’s influence as a leader and teacher continues to shape the strength and readiness of our department.


Katelyn Stradling: From Junior Member to Certified EMT

OWL Member Katelyn Stradling is a shining example of what happens when young people step up to serve. After joining OWL as a Junior Member in April 2024, she transitioned to Probationary Member status this past February upon turning 18—and she hasn’t slowed down since.

Katelyn recently earned both her Virginia State EMT-Basic and NREMT certifications, officially stepping into the role of a certified EMS provider. She is now training to become an Ambulance Driver, taking on even more responsibility as she continues to grow in service.

Adding to her list of accomplishments, Katelyn graduated from Colgan High School just last week. We’re proud to support her as she balances a commitment to public service with her own personal and professional goals.


Stephani Deleon-Barrios: Certified to Care and Drive

Congratulations are also in order for OWL Member Stephani Deleon-Barrios, who recently completed the requirements to become an Ambulance Driver—an important role that helps ensure our EMS units get where they’re needed, safely and efficiently.

Stephani has been a member of OWL since October 2021. In 2022, she earned her EMT certification and received the Prince William County Fire & Rescue System’s Operational Medical Director (OMD) endorsement, qualifying her to provide care in the field. Her recent driver certification now allows her to take the wheel during emergency responses, further enhancing her impact on our operations.

To become an Ambulance Driver, members must complete Emergency Vehicle Driver Training (EVDT) Certifications I and II, followed by hands-on training and evaluation with an OWL driver trainer. Stephani’s success in this program reflects her dedication, attention to detail, and calm under pressure.


Jacqui Jordan: Endorsed and On the Move

Last but certainly not least, OWL EMT Jacqui Jordan has completed the Operational Medical Director (OMD) endorsement requirements, officially qualifying her to serve as an endorsed EMS provider in Prince William County.

Jacqui joined OWL in July 2024, arriving with an existing EMT certification and a desire to put her skills to work in service of the community. To earn the OMD endorsement, she completed a protocols class and a field internship—ensuring a full understanding of patient care procedures and emergency response standards.

Jacqui is also currently training to become an Ambulance Driver, continuing her journey toward becoming a well-rounded and highly capable responder.

At OWL VFD, we believe that service is a journey—and every certification earned, skill mastered, and responsibility taken on is another step forward for both the individual and the department as a whole.
